Wow. Love the data dump. But if this doesn’t validate Hess’ “Spinning Wheels” thesis — and that such spinning is now going on in state agencies, I don’t know what does. I know state dept.’s are building capacity, but I’m not sure a Fortune 500 company could pursue all of these reform strategies/goals at the same time. Yikes!
