Sadly, Spellings has no credibility to write anything especially blaming others for her failures. NCLB has been a failure because it was never designed to work in the real world. It was designed to be a political instrument. That Kennedy signed on to it was unfortunate but displays the extent to which even otherwise decent politicians should stay the heck out of education policy-making and leave it to the real professionals.
Spellings was a typical Bush appointee–a person selected more for policy and party fidelity than competence.
I was really confseud, and this answered all my questions.
