It’s a shame that studies like this new one by UVA’s Megan Stuhlman and Robert Pianta get lost in journals rather than read by policymakers.  You can read highlights here.

Because of the low funding, you can’t run an open-access journal in ed in the same way as PLoS, because the PLoS page fees would be construed as highway robbery in education, and it would exclude a number of authors. So we have underfunded open-access journals, a bunch of learned-society journals behind firewalls, and then the commercial entities.
