USA Today devotes a lot of space to looking at mayoral control, worth reading. Important issue but it’s too often getting boiled down to “does mayoral control improve test scores.” Obviously, over time, improved learning is the key thing. But mayoral control is not an intervention in the way a reading or math program is. It’s a new method of governing schools. So, by all means, we should examine all aspects of it but we should also disentangle the questions more. What a mayor does with control, just like what a school board does, is what matters.
