		<description>I understand the sentiment, but isn&#039;t this literally the feds telling states that they *have* to make tax dollars available to the private education industry? Shouldn&#039;t they look at the entire picture of reforms rather than insisting on a specific one that doesn&#039;t have a good body of research behind it?</description>
