Every child of every public school student in the 50 states should receive a voucher in the form of a piece of paper they hold in their hands. &quot;OK, you have some choices to make on your child&#039;s behalf. Maybe if parents (some of who can be careless and oblivious) were given the responsibility to make choices, more of them would feel like education of their children wasn&#039;t just the schools&#039; job.</description>

		<description>The high school completion rate for voucher children is twice as high as that of MPS children. Getting thousands more economically disadvantaged inner city children to graduate is nothing to sneeze at in terms of a systemic effect, especially when they are doing it for far less money per pupil.</description>
