		<description>Very good point.  I&#039;m shuddering in Boston.  One challenge is the rookie ed reporter phenomenon shifts even more power to the well-financed institutions -- districts, unions, etc -- with well-paid and experienced P.R. folks.  Change becomes harder.  

I like your idea of foundations stepping in here.  Perhaps blind grants?  Ie, allow newspapers to take $$$ to fund K-12 coverage without even knowing who paid for it, free to hire whomever they want.</description>
