In fact, the most interesting thing about the Cleveland voucher program was that it offered twice as much money to public schools as private schools. Mysteriously, none of the lilly-white suburban school districts surrounding "had space" for inner city kids. If anything, Cleveland shows that it is not a good idea to keep parental choices confined to the public schools. Mr. Whitmire-
