Miller on NCLB

Chairman Miller speech this afternoon on NCLB, but no bill yet, and not a lot of details. Miller did lay out a few key points to expect from his committee’s bill, namely: growth model, differentiated consequences for schools that fail to make AYP, increased attention to high schools, and some kind of teacher performance pay. He also seemed to endorse moving towards more multiple measures, but both the speech and accompanying paper were pretty vague here, and in Q&A he promised the new measures “wouldn’t be an escape hatch.” Miller also firmly warned President Bush against vetoing the Labor-HHS-Education Appropriations Bill, which funds NCLB programs. The White House has threatened to veto the Democrat-supported bill because it includes more funding than President Bush asked for, and we could see a showdown on this.
